yes & a camera doesn't have to be used prior to shooting an animal but a picture of the carnage that was already created would be useful later on too. I think it's also a good idea to have a camera handy when/if dogs are just roaming a neighborhood. We don't need to wait until they're in our backyard to snap a picture. A picture of a dog/dogs trotting down the street prior to them arriving at your back yard tells a story & particularly if the pics are stamped with a date.... & video is even better. I would think "within city limits" there would be some kind of lease laws & a picture (& better a few pics) of a cronic problem tells a story. Mr. Harris looked to be having a cronic problem with all these stray dogs running around and I should think now after the fact a few pictures of them would be helpful. As for the phone well having to chase off black bears on a regular basis it's nice to have a phone in hand to call for help even after the fact, because it can all be so un-nerving (never mind dangerous) to come upon that kind of attacking in the back yard.
