Chickens wont get water in the snow

Are you sure they aren't walking over the hay to the water fount at any time during the day? Keep in mind that they drink a lot less water in cold weather and they will also eat snow for hydration.
We covered the coop so I cant see them drinking. I didnt know that they drink less in cold weather, thats good to know
 
I keep water in the coop and in the pen.
It's snowing here, nearly 10 inches at 6 am.
I cleared the snow around the coops and neither the pullets nor hens will come out this morning.

I dont have any ventilation at this moment (I know, I should get on that). I think i might be better to keep the water outside in case of frostbite for my coop
