Yes they can be molting at almost anytime. If their weights are within 20% of standard I would use them as a breeder.
The heat we had this summer really hurt the egg production at my place also. Don't give up.

We currently aren't setting any eggs for incubation, we would be happy if they laid any eggs at all or at least a few each week! We knew they were broody by nature and for most of the spring and summer they tried sitting on all the other hens eggs, this is why they were put on wire.
They are getting a 20% general chicken feed, this is feed to all our chickens once they are taken off 23% starter when 1st hatched, we don't feed scratch grains but do give treats once or twice a week such as melon and sunflower seeds. Given that my kids are raising them for 4-H we wanted to keep the feeding system easy for them to remember. They have acess to free choice grit and calcuim.
As for the weight we are outside of the standard and even higher than the 20% you mentioned.
We will see how or if there is any improvements as we get into fall, thanks for the help.
