Folly's place, would having asthma be a reason for not wearing a mask? Our one, woman bus driver and one of her teen aged sons - sometimes get attacks so badly they have to be hospitalized. She does wear a mask when driving the bus.
 
I don't understand what medical issue would prevent someone from wearing a mask?! And still be able to go to a store?!
Makes no sense to me at all!

Certain lung conditions. They already can't suck in enough air without a mask restricting air flow

agree Wee Farmer Sarah. I try very hard NOT to need a restroom away from home. Haven't been in the men's room for years (accidentally) and got out of there instantly. But know a lot of women(and kids too) are just absolute pigs.

With pee & poo all over the seats, and women's monthly "ordeal" proof adding color to that. Are they that unsanitary at home?? Plus mothers bringing a young child in with them. Said child usually a male, sticks his head under the divider to take a gander at me. I'm not always my sunny self(who knew ?:gig) So I loudly announced, if you stick your head in here one more time I will step on your face!!!

That prompted his mother to ask "Are you bothering that lady?" What a joke, they were both in the same stall and she had to ask him. Fortunately for me, she had no idea how small I am or how hard I can kick.

Being a bantam sized woman for most of my life, has not been easy but it can be fun. Okay I'll go back to bed and shut up for awhile.:duc

My guess is they are trying to be in line with the CDC guidelines which have a provision for those not able to wear masks.

I’ve been asthmatic nearly all my life and I do wear a mask. I made my own mask triple layer fabric. I used some of the fabric I have on hand for chicken aprons and as thick as it is, it works well and washes easily. A lot of the breathing problems with masks are psychological. I learned how to overcome this when I did the sky diving simulator in a wind tunnel and learned how to breathe with the wind blowing up your nose. (I did this when I was 60). Just saying!
