You didn't explain what the complaint was about the dog, but you need to keep the ducks contained on your own property. Just because you live in the country doesn't mean that you do not need to keep your animals confined to your own property. Almost everywhere (including the country) has leash laws that require you to keep your animals from wandering off your property. Doesn't matter if the road is paved or not. FWIW, if your ducks had caused the car that had to wait to have an accident (slamming on brakes, loosing control and hitting something) you would likely be liable for any and all damages
