No, it just happens; usually in the hens. You'll see it more and more as the hens age too; though some young will have it. Some strains have it more than others

You will see stags that will look spangled all over (BBR) and then lose every white tip by the time they are 9 months old. It's really amazing.
 
We hatched out some birds from our BB Red Cock and White Hen. The chicks hatched out with white spangling. I thought... well shoot we already have tons of colors of cubas that are not recognized, why not add another(spangled) so far all the chicks have lost most of their spots and they are only three months old

In all the years I've been keeping Cubalayas I've only seen one that was close to spangled. It was a cock bird that had white tips on some feathers: mostly in the hackle; actually, I'd call them 'highlights' before I'd call them spangles.

faile has some spangled bantams I believe.

To get them in large fowl Cubalayas you'd have to introduce the spangling gene and the only way I know to do that would be to get them from either Asil or Shamos. (Another breed would work, but would take alot longer to get it right. If you are going to do something find the simpliest way possible!) Or, use one of failes spangled bantam cockbirds on a huge wheaten Cubalaya hen.... that's if she's got some.

After the dog attack you know I lost my best stag that I had saved. Well, since then I have discovered 2 more fellas that were running in the woods. I have penned the best one. The other has good type but shows to much red in the hackle and saddle. I did come up with 3 or 4 good solid black pullets that show no black in the face. That is the biggest challenge in the females: black body with red face and slate legs; whereas, in the male it is red in the hackle and saddle feathers.
 
my offer stands. if you need this stag you can get him. right now he is running free with 2 white stags and a delaware. it is so hot here that they stay in the woods almost all day and sleep in the greenhouse at night. i have a couple of pullets that will go with him in the future or they can go with the white stag that i keep. woodsandfeathers is coming friday to get 2 pullets and a white stag. i am going to eat the delaware.
