So I have a baby quail that hatched yesterday, I noticed it was not walked like it should be while letting it dry but instead it was dragging itself with its wings. All my other quail are happy and normal but this little guy has one leg way longer than the other, only really uses the shorter one, and only two toes on both! This little guys a fighter and eating/drinking but still dragging around. Also freaks out and starts shaking if I put it down! What is this ?! What is it caused by? Anyway to help the poor guy? I really don’t want to put it down! Please help!!!

Sounds like genetic malfunction to me. If it can't really walk, it's probably kindest to cull. It has a slim chance of surviving even if you don't.
 
Cardboard is too slippery for quail. It will cause leg issues.
