Dog has jumped my fence and killed chickens on 2 occasions

So sorry to hear. I did the same thing and turned the owner away because I was so upset. Now I'm upset because I cant find them to pay for my birds. Replacing the birds with new ones does help with the loss.
 
The first time the dog came I turned the owner away because it was right after the attack and I was so distraught. Animal control has been no help and says if it happens again she is going to get a ticket. I have her number and I am going to call her and tell her I want $140 for each bird or she will see me in small claims court. I am giving her until Friday to pay.

Maybe if she feels the financial pain she will change her ways!! The first time was an accident, the second time negligence!! The next time a child could get hurt not to mention another dead pet!

The dog actually did jump or climb the fence! I could not believe it!

There is always the possibility that the law enforcement individuals I spoke with are mistaken

Never believe what they TELL you

Make them show you the ordinance as WRITTEN

And keep in mind, if the law says "firearm", a pellet rifle is not a "firearm"​

If you didn't want to shoot the dog you might try dousing it with fish emulsion fertilizer. It won't hurt the dog, but the stink has to wear off and it smells HORRIBLE! Plus, if the dog licks it off of himself or drinks some, he will poot nasty smelling poots for a week. Don't ask me how I know this...

Depends on state law definition. In Arizona anything that discharges a projectile via gunpowder, compressed air, etc. IS a firearm. But I do agree with your point of asking them for the specific ordinance. In general city or county ordinances do not overrule state laws, and there is a state law (as I quoted) that allows a dog harming poultry (et.al.) to be killed.
 
You'll need a very high powered pellet rifle to dispatch a dog humanely. It's possible but you need to choose carefully. Many are also pretty quiet since they can have baffles built into the barrel and not go foul of the ATF.
