I should add that upon doing a bit of reading I let them swim in a tiny bit of water so she could clear out her nose and she immediately did and started sneezing into the water and making bubbles. She seems to have cleared up at the moment. Also read something about adding Apple cider vinegar to their water?
 
Do you have a dish they can submerge their bills in? It is crucial for ducks to be able to rinse off their bills.

It seems to be because Tony does it, I’ve heard him puff after drinking, though I haven’t seen her do it. They have a chick waterer, should I get something different? Like a deeper dish?
 
You can make something for them out of an old milk cartoon or cottage cheese container so that they have access to water, but not enough that they can get in the water and splash it all over. Let me see if I can find you pictures

Here are two good options that give them access to dunking their bills but keeping them out of the water.
