It kinda looks like it. Have you niticed any wheezing when he breathes, or discharge from his nose or eyes?

Look up saline rinses for eyes and gently rinse her eye out if dust this should help rinse it out, if it doesn't clear up I'd get Terramycin eye ointment and use it. you don't want to wait long to get this under control.

They need the water deep enough 24/7 at this age
You could try adding in a little AVC with mother in it to the water and see if that helps
She could have got a little dust in her eye
@Miss Lydia
theyre indian runner ducks so they don’t specifically need a lot of water since they don’t like swimming a lot but shes also not active at all rn, put her in a little shallow bath with warm watter but shes not doing anything except float

Deep water to dunk to keep eyes and nares clear is for all ducks not specific breeds. It’s not about swimming it’s so they can keep the eyes and nares clear
My babies from day 1 have water deep enough to dunk as their drinking water
If your worried about water mess then take a cake pan and use it as a spill catcher
Take a plastic container and cut holes in the lid big enough they can get the head in easy
This prevents them from jumping in and swimming making a mess but allows them to keep eyes and nares clear
As they grow I give larger containers
