I have a duckling hatching, and she should be all the way out of the egg but she's still attached to the last piece of the shell... is this normal? Should I just leave it alone? Can/should I try to take it off? (p.s. She has been like this since around 2:30.)

It looks like there's still a little yolk left in there?
Definitely leave it attached. I would put it (and the shell) in a paper towel lined cup so it can't detach the cord. Leave it attached until there is no blood left and the navel is healed up a bit more.
 
Can you get a better photo from further away so we can clearly see the area? It looks like she may have some unabsorbed yolk attaching her to the shell, but I'm uncertain. Better photos will help a ton here. Leave her be for now, hopefully its something that will easily resolve on its own.

Will do👍 should the paper towel be damp? Also, would an old rag work instead of a paper towel?

Now that I can clearly see what is going on, I agree with @MGG. Adding on to what she said, make sure the cup is in the incubator. I've seen threads were they pulled it out of the bator and place it in the cup. 🤦‍♀️
