Eight Week Old Rooster Pullet

Hi all!
I'm raising a batch of chicks in a brooder at a farm. We ordered welsummers, easter eggers, isa browns, and leghorns(although the leg horns ended up actually being cornish crosses but that's another story!). When the isa browns and welsummers came, one of the chicks did not look like the others (it came with the isa browns and welsummers. The easter eggers came on a different day). We named it Lil Monkey. Fast forward to about 5 or 6 weeks in, I can't tell which one was Lil Monkey for sure but we have one pullet who's looking a bit like he might be a rooster.
Does anyone know what breed he is? I can't tell for sure.
Is he indeed a rooster?
Does it look like our little Lil Monkey could be this rooster? The chick had a white belly where this rooster doesn't so I'm not so sure.
If he's a different chicken, could anyone make any guesses to what breed the chick was? I don't actually know much about how identifying breeds at chick-age goes (It seems like it would be pretty hard, if possible at all).

Cockerel. What a handsome boy he is! I would guess that he is a Easter egger, though I'm not the best at identifying breeds. Are you going to be able to keep him?
We're an egg farm so ideally we wouldn't have any roosters, but I think he adds to the stability of the flock and if I have any say in the matter, we'll keep him. We've kept roosters before.
