Looks like conjunctivitis and bubbles in the eyes.
Could be an indication of Mycoplasma. Have you noticed her or your other chickens coughing, sneezing, mucous, etc.?
Any plaques, lesions or canker inside the beak?
Flush the eye with saline, press on it a little to see if there's pus that can be removed. Apply an eye ointment like Terramycin or you can use plain Neosporin.
An antibiotic like Tylosin may help with infection as well, but pus needs to be removed.
I’m located in Northern California. She did have bubbles in the eye, but they have been gone for a couple of weeks. The other chickens don’t have any symptoms. I’ve been doing the neosporin, but I will try the saline solution tonight. Oh, and there are not any sores or lesions on any of the chickens, especially her. She is active, eating, drinking. Thank you so much for the information, I’ve been stumped by this one.
There is not a vet. I have used a saline solution to flush it out as well as topical antibiotic every night. She doesn’t seemed bothered except for not really being able to use that eye.
