1 - There's no telling when it will happen. Best guess is from now to sometime within the next 3 days.... sorry, 21 days is the guideline, but it can run a couple days before to a couple days after and still be perfectly normal. Too many conditions come into play to be able to pinpoint.
2 - 60 is ok, but I prefer mine a little higher - 65-70. How difficult is it for you to adjust? I mean, if its easy to add a squirt of water and it doesn't skyrocket, then you could do it, but if its a huge problem, you are probably safe at 60. You don't want it to drop much below that though.
They need the vent holes open for oxygen, so leave those open.
Yep, that's normal. My guess about wiggling is what kind of surface your egg is laying on. I lay mine on a rubber shelf liner and the bottom of the bator has grids, so I think both those things keep the egg more stable and still. I do see wiggling when they really get at it, but the majority of the time they appear really still.
