While I agree that the tail is wrong; I am not sure about body, and cochins come in bantam. That said, if the bird has a rosecomb (I personally cannot tell from the size and resolution of the photo), it is not a cochin.

Bantam cochins are Way wider than the bird in question, which counts cochins out. Cochins head are a little broader and rounder too...
