He should be able to apply for one from the county he was born. You can usually do it on line. Does he have a SS#? He should get all that stuff squared before he turns 18. They are usually more willing to help a minor.
How wonderful! Mine has always said "you have too many......" "why would you want....."My mom would help any critter. We especially loved the big toads under the tank house. Snakes, owls, all types of little critters received care in our house. It was quite an education!![]()

Shame she didn't try to find someone like him.
Twist said he had to go get things done. Back when we were talking about dreams. He would probably be more upset if you took his fishnets. Heels hurt!

She took our childhood dog to the pound, telling us it ran away. I looked for that dog for years, hoping to see it living happily in someone's yard.
Twenty years later, I overheard her telling my co-workers during a birthday party at work. Oh, how she laughed at my expression! Apparently I should have known the truth and been over it by then. Oh, well. She now thinks I live on a farm so the only animals she scolds me about are the cats. She will never know how many there are! {I do not live on a farm.}
my mom did that to every pet we ever owned. then after we are all gone she gets dogs and keeps them.

Both my parents grew up in southern Cal, LA metro area, about as far away as you can get from a farm. Funny though that my dad's mom raised hundreds of chicks in her garage every spring (to sell) and my mom's parents always had a few pets. Dog, cat, muscovy duck that used to devil the dog, desert tortoises, and later, when they were older and petless, grandpa made pets out of the local hummingbirds. He had year round feeders and they would perch on his finger. Such tiny little feet they had! One year a huge migrating flock stopped by. There must have been a hundred hummers, swarming the feeders and perched on the tv antenna. Good memories!
