Two Crows callrd them quill mites.  Think the treatment was pour on ivermectin, but I will look.  Can't hurt him anyway, it will get rid if any possible mites.

He may just have been picked on, but still, I don't think it will hurt him. TwoCrows had a few other posts in the thread that are worth reading. Never saw my wyandotte itchy or preening and no other birds got mites, so still not sure if this is what she had.

He will look lovely when he has his feathers back. They also come in white crested cuckoo which I think yours could be ~
