Oh really? There's dead duck and chicken carcasses hanging from the enclosures to deter predators! Does that count? I haven't been there in awhile but this person came here today and was joking about how clean my ducks pool was and laughing about how their ducks are lucky to have any water once a week! I just smiled. I'll start taking some walks over there and check it out but I'm pretty sure anytime will be the right time to call. Thanks for the info!
Thank you. I saw it first hand at the beginning of summer and wanted to let some time pass before I made a report and I don't want to chicken out! But I'd like to do it by the end of this month.
I'm certain those would count, only exceptions are in active traps to catch predators as far as I know... just for that comment alone, I would report him... I know how hard this one is for you, hon... hang in there, you've got support for sure!

And birds have really sensitive respiratory systems, too. Cockatiels on their own are so dusty, I can't imagine stuffing a bunch of them plus other birds into a room the size of a closet. Heck, I'll report them for that if you don't want to. And I'd mention the cop thing to whoever you call so maybe they can send state level police instead of local who know him.
