Has anyone had this and is it normal

These guys are 2 out of 5 siblings from a half frizzle dad, which means he's frizzle didn't curl all the way to 100%
But at first these guys looked half frizzled like their dad but now with them developing more feathers they're starting to look normal but their tail and wing feathers remain frizzle
Is this normal or is it something they'd out grow

Frizzling is a dominant trait. If they have it, it shows. They can't be 'half frizzled'. A homozygous frizzle is a frazzle, which is something to avoid.
 
I don't see a single frizzle feather on that bird. Just scraggly-ness
The tail and wings are
I had to pluck the tail ones of to see how they come back and they are coming in curl
It's late but let me step out to get some photos

Like I said I took them off to see how they'd come back and still came back frizzle looking
