When do you turn your heat lamp on?

Definitely do not ever use those. The substance they are coated with to make them 'shatterproof' gives off fumes when heated that are toxic to birds and will kill them.

I was thinking of a kind of bulb I've seen in catalogs from some of the chicken supply companies, with the bulb in a welded socket, not press fit or glued. Like these:

How cold does it get there?
I've never used heat for hens down to -20F. Sometimes I'll gather giant combed roosters into one building and keep the temp from going below the teens.
It's not always just the temperature alone.
Weather around here is not very favorable to the chickens tonight. Within 24 hours we have snow, now freezing rain, rain and dropping down to 0° tonight I have a real worry of frost bite. Yes coop is vented but these are real bad conditions happening and I am trying to do the best I can for the flock as safe as I can make it.
 
Bulb shield does look pretty good.
Loop is probably OK too.
Clamp I wouldn't trust.

Best thing about setup shown in OP is it's not accessible to the birds,
so less likely to get knocked loose and if bulb shatters less likely for glass shards to be accessible to birds consumption.
BUT it is on the door, so hopefully you have another access point.

It's going to be -10°F here tonight, was zero last night....
....not using any heat except for waterer,
but will give some electrolyte/vitamins for a boost.

Agreed, on all points.
Ultimately, we must each choose for ourselves and our flocks and while I personally do jot/will not use lamps, you seem to have a pretty well thought out setup for your's, @RoosterML
