Someone on a forum website somewhere was making emotes with people with foreign keyboard stuff, and people liked the face. It didn't have a name at first, but somehow became known as lenny. Another fact, it spread to a different website and someone got suspended for using it over and over :3
It's basically the only meme that I know of.
