Heat Stroke, Lethargic, Possible Crop Issue...

I’m so sorry. I would love on him and make him as comfortable as possible. Sadly, I agree he is likely on his way out. He may be overrun with mites due to some other weakness or illness. I see he is molting (pin feathers one his head) which makes them feel awful. Can you offer him a scrambled egg treat for protein? Were you able to gently palpate his abdomen to see if he’s leaking fluid internally?
If he’s cold, I agree, maybe forget the air. Hard to say, since at first you thought he had heat stroke. How warm is he in his wing pits?

I believe it was heat stroke or a heat-related problem at first, but perhaps because I didn't cool him down fast enough in a proper way he became worse. I'm sure trying to make him regurgitate last night didn't help when I think some fluid got in his lungs. His wing pits are lukewarm. I wouldn't be able to get him to eat or drink anything.

Was he ever without fresh clean water that was not too hot to drink? Dehydration can kill quickly. I’m sorry about your beloved rooster.

He had clean water to drink, but because he's blind I usually have to direct him to the water. I also usually have a large chair blocking the sun for him...but I hadn't before leaving the house the night before.
