EDITED TO SAY: They usually sit on the floor, but mine is cat-proofed. I mounted it using a cheap shelf mounting bracket.

Typically I bring 5 rolls into the bathroom and store them in the cupboard. And one in the drawer for those occasions when I find out a little late that no one put a fresh roll on. At least I don't have to stand up to get a new roll. Live and learn and I learn fast.
 
Every now and then my cat starts playing with the tp. Nothing like NOT noticing this until after. Shredded tp doesn't do the job very well

Our toilet paper holder is an old wooden curtain rod mounted behind the toilet paper. Holds about 10 rolls!

I also put 3-4 of those triple rolls of Charmin (the idea for such large rolls must have come from a woman) in the cabinet in each bathroom. Whenever I ask my DH why he cannot put the TP on the spindle he answers "at least I always put the seat down." He's got me there--he always does. I reckon its a decent trade off.

Been there, done that....too many times!

That's why I have told everyone to keep their two rolls in their rooms.
Take a roll into the bathroom to be used, then take the roll back to your room.

You know, they even have a hard time doing that.
