I think it’s because of an bacteria infection
But it also could be a injury caused by him running back and forth around the cage

It's not an infection or tumor of any kind. Most likely it's rubbing it on the cage looking for a way out. How big is the cage and is the bird flighty? Bigger cage and not pestering the bird will help relieve the condition.
