I don't know what to tell you, I am sorry.
I think you are going to have to decide if it is worth it to have pets that are going to have to continue to suffer.
I don't mean this in a mean way but if they can't live peacefully together you may want to rethink keeping them as pets.

I know its a quail but it looks like avian pox to me my chickens have gotten it before...I used a colleroide silver spray and it went away

Also I recommend getting more female quail so the male isn't alone...birds like living in a flock and not by there self.

@Fe4RLiciA- I'm going to give it to you straight.. if you really love him, you'll do what is best for him.. these are your options: get a Much larger cage and buy 2 more females and house them together (outside will help) or re-home him where he will have a big cage and a couple laidies.. I'm sorry, but those are the only options for him to be happy

Yes I used colloride silver if it is avian pox that is what it looks like in the pictures..do you ever plan on moving them to a outside pen?

This is good advice...it might go away over time..it doesn't look like its effecting his breathing..is there a reason you want quail?or is it for just a pet?
