Here's a check list of things to find.
Figure out the size you want.
Find a wooden or stryofoam box, could be an unused dresser draw, a wooden wine box, or if you have some wood panels or shelving you can make a box, but you'll need a circular saw, hammer, and nails. You can find free materials on Craigslist in your area that might be usable for the project.
Find some 1/2 inch wire cloth to fit inside the box for the eggs to lay on. You just need a small piece of it.
Things you might have at home:
40 watts appliance bulb
small shallow bowl for a water dish
short extension cord
You will have to spend some money for this:
Digital thermostat controller, it's about $12-14 dollars on Ebay.
Light socket base, $3 dollars @ homedepot or local hardware store.
A hygrometer, it reads temps and humidity, $11-13 Homedepot or local hardware store.
Tools you need:
Screwdriver
Hammer
Nails
Wire cutter
Electrical tape
