If it has a prolapse that is not infected, clean it off really well, lube it with a waterbased lube and reinsert it.

Do not use Vaseline!

This is very serious!
You need to catch him, clean it, and if after cleaning it's still brown you need to remove the brown bits. If you do nothing the infection could spread to his body and kill him.

He won’t let me clean it it’s so hard to catch him ok so what exactly do I do I see it moving up n down like he’s trying to pull it back up but it won’t n right at the top I see pink like the part that is at the top by his butt!! I’m really scared now

Relax. Do you have a bathtub? If so, catch him and let him soak in the bathtub for about an hour, then take a close look at his penis and clean it up. One clean, take pictures and post them here.

Wrap him In a large towel like a taco to keep his wings from battering you. I have Indian Runners walk them into their coop and close the door then catch.
