They might be irritated by their incoming feathers as the pinfeathers prick through the skin.

Do you have any kind of ventilation in the brooder, or a ceiling fan maybe?
 
I had a couple that did this earlier in the spring. I assumed it was feathers poking in. It must be irritating. I would keep an eye on them, but as long as they aren't showing any other symptoms, it'll be hard to diagnose. Are they scratching their ears/head with their feet?
