First things first. If they're legal, great. If they're not legal, asking the neighbors will not make it right to get them, even if all the neighbors say it would be fine with them. Meaning - if they're illegal, discussion over. OK, got that out of my system.

How old are you? Old enough to go to the library or online and do your own research to find out if they're legal or not? If so, then do it. That would be step #1. Do you get an allowance? Do chores around house? How about odd jobs like shoveling or raking for neighbors? Because you will need money for your chickens. They need housing, fencing and feed. You will need a sturdy run or fence around the yard to keep dogs, cats, coons, coyotes, and other urban "wildlife" from eating your birds. How do you plan on paying for all of that? Edited to specify Roxyblue has some very good advice here: Though first I had to PROVE that I could take care of chickens in a way that would keep them as happy as possible. So I wrote a report on chickens, listing the breeds, expenses and supplies that I would need to take care of chickens in a proper manner. I also made step by step directions on the daily, weekly, and monthly care that I would provide for my chickens. This is a good idea.

I understand that asking the neighbors doesn't make you legal, I am just saying that if you ask your neighbors and get there thought on the matter BEFORE you get chickens it is MUCH easier then dealing with upset and cranky ones. When I say that I'm illegal I am saying that I don't pay the $300 yearly permit fee for keeping my hens....otherwise my backyard meets all the requirements. Our city is still trying to figure out the rules that they want to set for keeping chickens. I know of quite a few people in my city right now that are fighting for the right to have a few backyard hens.

Well then, if they're not allowed, you can convince until you're blue in the face, but it's probably not going to happen. Maybe when you're able to be on your own, you can live somewhere where you can have them.

I looked up the city ordinances for Reading, PA and chickens are indeed considered illegal there.

"Livestock, including but not limited to, horses, cows, goats, chickens and other poultry and foul, indigenous or exotic wild animals such as opossums, skunks, raccoons, squirrels, and endangered, threatened and protected species are strictly prohibited. See the Animal regulations of the City's Codified Ordinances."

Even though they spelled FOWL wrong. lol Unless they were specifically calling all indigenous or exotic wild animals (ie: opossums, skunks, raccoons, squirrels, and endangered, threatened and protected species) offensive to the senses. lol Sorry, couldn't help pointing that out...
