How do I convince my parents to let me get more quail?

Like I said, it takes 2 months to ship. The eggs will die.
You need to sit down with Both parents and explain to your mother that your quail needs a friend. Quails are like chickens and NEED a friend. just like chickens Quails can get depressed living on their own and could eventually die from this. You need to get it in her head that you will take care of this quail. Feed, water, and clean it and that she'll have nothing to do with it. Is your mother reluctant because She's the one taking care of the one you already have?

Not. At. ALL. I buy her food, buy veggies for her I bought her cage, bought her sand, bought HER, I clean her mess, I clean her poops, I am the only one that interacts with her on a daily basis. And I will drill the fact that she'll get depressed and die if we don't get her another one (in the morning, right now its super late.)
 
Isn't your mom annoyed by the noise she makes? Tell her she does that because she's stressed out from being alone and getting another one would make her stop. It's not good for her to be alone - just like humans that are stressed are more likely to get sick, depressed and so on, the same goes for quail. Knowingly keeping an animal in a way that is causing it distress to a degree that is likely to shorten its life actually approaches abuse.
If your quail is female, a single female friend should be enough.
Is the bird cage free, since your mother thinks it's making a mess? Maybe you could try making/improving a cage that'll keep the mess better contained, to make sure your mother has nothing to complain about. And make it attractive so she can't complain about the looks either.
Okay, so yes she is free range but that isn't the hassle. But apparently still she makes SUCH a mess. My mom is using the logic that if you have 1 why get another one, as in she won't let me get another cage OR another bird. My mom does get pretty annoyed at the noise but she blames the quail, not the fact that she is lonely.

Ok. Sounds like your mother is being a bit unreasonable. You need to drill in these facts in your mother's head that you care and pay for this bird. I agree with DK that you should save some of your money in purchasing a better and bigger (If you do get another quail) so your mother wont complain AS much.
 
Instead of trying to drill your mom about how your quail needs a friend, why don't you try drilling the fact that the quail would be QUIETER. I bet that matters more to your mother (source: I am a mother of boys!) How is it taboo to keep quail in your country? Is it because it's just not a common practice because they are seen as food? Or is it actually something that has a common belief that its bad? Even if you say no one in your country keep quail (which could be true!) it wouldn't hurt to put up an ad for a pet quail. You can ask to be sent pictures of their set up, if they have a quail, and ask for a rehoming fee (the price of the quail at any normal store + a little extra for food and cage items) this will prevent someone buying it just for food! Do you think that is a reasonable thing to do? You might not get any replies, but then at least you would have tried!

EDIT: have you tried appealing to your DAD? As he's the one who likes eggs..."she would be quiter because she is a flock bird AND we'd have two eggs instead of one!"

Wellp, my dad loves eggs but he's trying to stay out of the fight. I'll convince him. And, yes they are seen as a primary source of food and not as something you could cuddle up with lol. And, well... I have had experience with the type of people looking for birds in newspaper ads and things before... Let's just say the people were.. impulse buying...
(they were keeping rabbits on wire cage bottom floors with the cage being as big as the rabbit, it didnt even have space to turn, they kept 2 cockatoos and 1 macaw that they kept in round cages and the birds had wooden dowels to perch on and the people were feeding them canary mix and ever since them I have never had the faith in these people. It's not like every single one of them is like this, its just that they believe that this is the proper way to house animals.)
