I really don't know how this happened after they got down to 75 F, but 2 of the 3 eggs in my incubator hatched and one is pipping. I moved them to my friends' house 2 days ago because they had power, and bada bing bada boom.

Was it leaking??? That's so weird
In cases of flooding, the natural gas pilots will get flooded out and the gas will accumulate in the closed houses. For safety, they will block in utilities like natural gas until all the pilot lights are secured. Alternately, they will start turning off gas to individual houses.

Or there is a problem with the distribution grid like a river crossing gets exposed and threatens to break.

All sorts of liability issues happen in disaster zones.
