Do you have lawyer you can talk to about what your current rights are? You say it's been 11 years since he has complied, some things may had changed due to that. Here, when the kids become teenaged they often have a say in if they want to visit or even who they live with. Find out what you and your children's current rights are and make your decisions. Also Here, law schools often do pro bono work, with your lawyer being a senior in law school over seen by a prof. Good luck
Most of the time, at this point, they'll take the children's thoughts into consideration, but if it goes against their best interests (say the parent they want to live with is unfit) then the court will still side against the child. Usually, once something goes to court, the judge will assign council for the children.
So for me... I plan, at this point, on getting on board with the lawyer I can get through work... in the mean time I need to find out if I have to make the kids go. I can see the court wanting to re-evaluate the custody/visitation arrangements, but if the non-custodial parent has never exercised their visitation rights, by choice... I mean, at this point, my ex has to have supervised visits... which is why he's never visited. He could get unsupervised, once he went through an anger management, drug and alcohol rehab, parenting class and a psychological eval. He refuses to do any of it, siting cost... But he has been neglectful of his children (before we divorced), he was an alcoholic, and he physically abused me. I don't think he's going to get far trying to re-evaluate the visitation rights.
