This law dates back to when rabies was a serious health hazard to the public. Remember "Old Yeller" and the part in To Kill A Mocking Bird. There for awhile seeing a rabid dog wasn't all that uncommon so they enacted laws to help protect the public. Is it a pain in the rear now. Yes. If it wasn't law how many more people (than already don't) wouldn't get their dogs vaccinated?
