That’s a defect that most likely should have been caught at hatching. I would 100% cull that bird.

Seriously, there's no need to cull him unless he's showing serious issues. I mean, yeah, don't breed him, but assuming he's not in any pain it's just an interesting quirk.
If it does cause him enough issues to be worth culling him, IMO you should preserve him in rubbing alcohol. Someone would probably like that specimen, an oddity collector or biologist.

I'd personally love a chicken that smell it's own feet without trying, but iv'e always liked the unusual. I wouldn't breed that one to save my life but if it isn't suffering i'd keep it.
