Does he act normally? No signs of brain issues?

Yes, completely normal besides the extra foot and quite personable little guy

It’s not exactly crazy rare. Do a google search you’ll see all kinds of extra limbs growing on animals. Inbreeding comes to mind.

I'm curious... when you feel the foot, does it seem to be loosely attached like a skin tag or is it more firm?

Umm...ducks definitely have toenails.

I found some oldish news articles about a duck with four legs. The extra two legs were attached just behind the normal legs, and were completely useless. Evidently they eventually fell off, I'm guessing due to having gotten twisted and losing the bloodflow. He didn't seem to notice that either.

There have been lots of cases of animals with extra limbs. Unless the limb impedes their movement, which those extra toes clearly won't, it's not an issue. Document how he grows up, see what happens, but I wouldn't treat him any differently.
