Identifying Infestation - Lice or Mites?

I'm trying to figure out exactly what these tiny little critters are. They don't look like any of the pictures I've seen online.

It looks like lice are supposed to be straw-colored, and mites are darkish/red. But whatever my birds are dealing with are very tiny, white in color, and move very quickly. Plus I don't see any egg clusters, even though I think we've been dealing with these for a while. I still don't know what these are...
