I recommend watching Nova's program on the teen brain. It will explain everything. Basically, they are insane. They lack the prefrontal cortex development to make long term decisions. Ironic considering the long term consequences of some actions that tend to happen at their age. It's a turning point in their lives and they are many times not up to the task.
Nobody is perfect, and forcing a young girl AND her baby to live on the streets and starve or freeze to death would be a bit harsh. That is the reality they would face in this economy, with the cost of child care without ANY help from parents or charity. Just do a little research into the lives of unwed mothers in Victorian England. Their lives were short and difficult, as were their childrens'. If one of my teen age sons fathered a child, I would be sad and disappointed, but you can bet that they would have me to depend on to help them as long as I was able. There is no way that my grandchild would go hungry or that my child would be slated for a life of poverty because I was too busy judging them to help. There would be much responsibiliyy on their shoulders, they wouldn't be allowed to not be a parent. That being said, they really don't want to be young parents and hopefully we have educated them enough to not risk it. But, as I said before, teenagers are crazy.
To the OP - there are lots and lots of bad and neglectful parents of any age. It's frustrating, especially when you are witnessing it first hand. But believe me, teen or young Moms do not have a corner on the bad parent market. The other question is: where are the fathers? Why are they allowing their children to be raised by a someone that is neglectful?
