There is no poop if the critters are frozen and dormant. But if they wake up and hatch, your flour could be crawling. That's definitely no bueno!

I would thing a lot of people forget that bag in the back of the cupboard until they hatch and start pooping.

Try a rubber broom. Amazingly effective and somehow way more satisfying than a vacuum cleaner.
More effective on pet hair than the vacuum cleaner.
