Its our city i live in waterford michigan city ordinance is 5 acres to own 5 chickens and the 200 dollars was for the application fee which i feel is way to high

Not giving any legal advice, but when I lived in Naples, Italy, people who wanted to build a new house could not afford the time and money to get an approved application to build, which could take years. So they would start building their house, and then pay the fine for building without a permit, but then the application would be approved in no time. Totally corrupt government there.
Since you don't have 5 acres of land, I don't see your city approving anything. Seems to me that they are actively discouraging anyone in the city from having chickens with that high application fee. Do they charge that much for having a dog or cat as a pet?
In the long run, I would suggest looking at moving out of the city where you have more options to raise your family. I moved out of the city many years ago and have never regretted it. I have enjoyed raising all kinds of small animals and I don't have to worry about any city ordinances. I know that is not an option now if you have limited funds, but it is something to think about for the future.
If you do manage to get a waiver to have chicken(s) at your place, then try to get maybe 4 or 5 because chickens are flock animals. I think they would do better with a few other chickens in their family. Good luck.
