Is my chicken's toe/foot broken?

The middle toe may have been broken at some point, see how the splinting goes- it might help. I would check the splint often to make sure it's not rubbing or too tight.
Work on getting the nails shorter too.
I do see a small place on the foot pad and the scales on the toes and foot are raised which would likely indicate the start of Scaly Leg Mites.
For the foot, I think I would just soak it daily in epsom salts to see if that makes a difference. First few times, gently scrub the scales of the toes and foot to loosen the debris that's under them. Dry the feet well, then apply some type of oil (vaseline, castor oil, coconut oil, etc.) the oil will smother any SLM.

It would be a good idea to check her over well for any lice or mites on the body too (these are different from SLM. Look under the wings, chin and around the vent for any crawling bugs. If you find any, use a permethrin based poultry spray or dust to treat her.

Update: I don’t think it’s broken, I looked back on some pictures and looks like her toe was already crooked when I got her but I never noticed. I’m using epsom salt and coconut oil for the scales. It seems that the bump on her toe where it meets her foot has grown but there is no scab or anything that would indicate bumblefoot. She is still not walking on it :(

It could have been broken previously, but sure looks like it was broken or dislocated.
Her limp could be from that or scar tissue build up inside or something new.

Might want to 'rest' her.
This is waht I do when I have a 'limper':
If limp is really bothering them by inhibiting their normal activities too much, I will isolate them in a crate to 'force' rest for a day or two. Letting them out late in day, an hour before roost time, to give them a stretch and evaluate their mobility, then decide if they need another day and put them back in crate off roost after dark. Repeat stretch and eval the next day until they are better.

Best to put crate right in coop or run so bird is still 'with' the flock.
I like to use a fold-able wire dog crate (24"L x 18"W x 21"H) with smaller mesh(1x2) on bottom of crate under tray.

Then you can put tray underneath crate to better observe droppings without it being stepped in. If smaller mesh is carefully installed, tray can still be used inside crate.

Here are the most recent photos. I’m treating her for scaly leg mites but the bump on her toe seems to be getting bigger.
