Is my Speckled Sussex a cockerel?

It might be too early to tell, but I'd like some other thoughts.... They all turn 4 weeks on this coming Sunday. But, this one is smaller, had very slow to develop tail feathers (tail is still much smaller than the other 4), and it's comb seems to be getting bigger than the other 4 as well. I also thought I remember reading that Speckled Sussex cockerels have white chests when they're younger, and this one has a lot of white still now that it's feathering in.

At roughly how many weeks/months can I expect his comb to get rosy if it is a cockerel? I am not supposed to have roosters in my city :(

Thank you!!

It’s pretty early and I’ve noticed that cockerels combs and waddles get red early so that’s something to watch for. I have a Speckled Sussex who is about 6 weeks old I can provide some pictures for comparison if it helps. Her comb JUST started growing and she was so very small when I purchased her as a hatchling. You’re pullet, or cockerel has posture like a Roo. The way s(he) stands with its chest up is like my Light Brahma...he’s a cockerel.
