Is this a Japanese Bantam? Pullet or cockerel??

Hi everyone,
I'm pretty sure this is a Japanese Bantam but wanted a second opinion. Also, it looks like a rooster, but I see other pictures that show the Japanese Bantam hens have a really large comb and similar tail. He/She is 9 weeks old, friendly but timid. None of the stereotypical rooster behavior. What do you think?

Definitely not a Brahma. He doesn't have feathered legs, his body-shape is much leaner, and he lacks a pea-comb. He is also black-tail, whereas buff Brahma are colombian.

Not a buff brahma. No feathered legs, wrong comb, etc.
To me it doesn't look like a Japanese bantam either. Or at least not a pure one.
Side pics would help.
Looks off on shape, to long of legs (even for normal leg japanese) and shanks look green.
Believe it is a cockerel. Japanese have huge combs on roosters so this would be a small comb for a Japanese cockerel.
