Is this a Pekin or Rouen Egg ?, But laid in Pool !

No it's not possible to tell with candling if an egg is fertile unless you have incubated it for a while.
 
since the shadow is on it and you say its white i would assume pekin, mine just started laying today and the eggs is a dirty white color. its not a chicken egg because chickens dont lay eggs in water. even though its chicken egg size now the eggs will get bigger as your bird continues to lay, also rouens tend to have green/blue tinted eggs most of the time which would cause me to put all my money on it being a pekin egg.
