Is this a slightly prolapsed vent? I've seen pretty bad ones in my chickens but haven't with my quail yet. Does this need treatment or will it go back on its own?

Yeah. Was it out before or after you picked her up? If before, a tiny piece of calcium citrate could help. If after, it will probably go back in when you put her down.
Yes, it's a prolapsed vent. It looks mild enough to fix itself, but an antiseptic wash might not be a bad idea. Make sure you use something without pain killers since some of those are toxic to birds.
