Is this normal poult behavior?

Two week old poult, Conrad, keeps puffing his little cheeks and throat out. He’s a chipper fella, eats well and drinks regularly. He’s a bit smaller than the others and lays down more frequently than they do, but doesn’t seem lethargic. This is our first go with turkeys. Is this normal behavior or something to be concerned about?
