Is this perch too high?

They will roost as high as they can get.
Height only needs to be higher than the nests, to prevent sleeping(and pooping) in nests.
Higher doesn't matter as long as they have landing room when flying down.
My roost is only 8" above the poop board.
I see such a variety of coop and roost sets ups, it’s hard to choose the best set up. I suppose as others have said it depends on the breeds, too. Our nesting boxes will be low to the ground, hopefully they approve of that to lay eggs in!

There's a lot of variants to that, too. I only suggest that they're lower than the roosting bar, else they'll be tempted to roost in the boxes.
I have three rows of nesting buckets, five to a row, stacked - 5' height, 3-1/2' and 2' off the floor. Different birds use all three levels. Regretfully, four or five of my hens like to roost in the top row. :barnie

So many variables, agree! Their choices are so silly sometimes.
 
Since it's already in, I'd just leave it as is and adjust if the need arises. As long as you don't have breeds that struggle to get up off the ground, they should adjust to it once they move in.
I think that will be the plan. I worry about these girls way more than I should :love They make me question everything. Out of curiosity, what would be considered a breed that struggles getting off the ground?

Heavier birds in general, like the giants (Brahmas, Jersey Giant, fat Orps). Anything with potential vision impairment issues, like Polish and Silkies. Always exceptions to every "rule" though.
 
I put my roosts in at my shoulder height to make off-the-roost inspections easy given my arthritis.

Because I had a Brahma who couldn't fly more than about 18" high, I put a ramp up to the place where the roosts met the nests so that she could get up and down as needed.

The others just fly up and down at will.
That was really smart on your part, having them as high as your shoulders. I think our roost is about the same height. I was just focused on getting them off the ground, but now that you’ve pointed that out I’m feeling better about the height. Thanks for sharing. Hoping our girls will be like yours and handle the height well. I’m positive I’m underestimating them, but I think that’s a rule you have to follow when owning chickens 😂

The thing is to not have the roost too close to the walls since they fly at around a 45-degree angle.

Except for some of the more active youngsters who launch themselves off the roost and over my shoulder as I'm opening the door!
