Is this rooster?

I'm having hard time with this 3 month old(black one). I'm saying rooster but still going back and fort because he sometimes seems so much like hen. He has THE sweetest personality. I assume he has crowed one time, otherwise he's very quiet. Is he a he? If he is, he's going to new home tomorrow..I want to be sure.
