For a chronic feather picker I usually trim their tails right behind the head.I had a pullet (not laying) that feather picked all her hatch mates.... she was the only one that did it... I tried putting her with some older hens to put her in her place and she just carried on picking themin the end I just sold her on it was driving me nuts.
Personally I have found that 18-20% is best. If I can't get 20% layer I'll just mix in enough of the gamebird starter to make it 20%.
Feeding 20% also helps to keep the body condition better, therefore you have a happier/healthy hen that will produce happy eggs and happy eggs help make happy owners. Win win!
