What a sweet guy!. Yes people dump roosters and spent hens all the time. I hear Walmart parking lots are getting to be the drop off point of favor lately. You said he "clicks" to talk to you. Does he crow at all? If not you could probably keep him. Lots of people have house chickens - there is a popular thread "People with House Chickens." My friend has done it for over 25 years - she has 2 silkies and 2 seramas.

I don't know why kids love to chase and terrorize animals. I never did, I always tried to get them to follow me home. You are so nice to take him in, you must have some background in chickens because you knew what he is and bumblefoot etc. Maybe this is your chance to have a chicken.
