Monte is 2nd pres of the SPPA....

I only have his black javas.

I need to know if mottled javas can have all yellow legs with spots of black on the legs. and the mottled java do not have all the white on them

and one hen has all white legs!!! If you need to see pics, I can post them later!!

So, as it seems, Mottled need to have slate/black or at least Willow shanks & feet, and yellow soles, just like the Blacks.

But asking a judge may be of help.
And getting A, and reading A, copy of the American Poultry Association's Standard of Perfection... (SOP) is the best teacher you will have.
Study it, memorize it, do not waver from it.
